I’ve found this posted on Asiaone forum: http://forums.asiaone.com/showthread.php?t=71826#1
Apparently, the letter was issued by NETS.
It said:
As you know, Singapore has seen a multi-fold increase in the number of visitors from China in recent years. For these tourists and many other Chinese nationals, UnionPay remains the preferred choice of payment wherever they go. With a card base of more than 2.08 billion, UnionPay is virtually the only payment card used outside of China, and the preferred mode of payment for nearly 1 million Chinese nationals living and working/studying in Singapore.
I find this incredible. Is this true? I thought Minister Tan Chuan-Jin recently said there are 1.3 million foreigners working in Singapore? There can’t be too many Chinese nationals studying in Singapore.

Can someone verify?
If this is true, Singapore is beginning to look more like a new province of China!
