PEASANTPORE: Peasant Representative Dr Janil Puthucheary (who kowtow the regime who jailed his papa) and 2nd Best 2011 Erection Loser of Imperial Gerald Giam had a verbal sparring match over the issue of MediShield in Parliament today (May 27).

Traitor Puthucheary, who show peasants that you can serve the master who whack your Papa, took issue with Giam’s comments that MediShield “is collecting a lot more in premiums than it is paying out in claims", despite being a game theory risk-sharing scam that is “supposed to be a form of poor peasants pay for poorer peasants”.

Traitor Putucheary argued that premiums were higher than payouts because like Uncle Sam, Peasantpore’s population is ageing. “So since got risks of uncertain future, sure got rising costs, if got rising costs and to maintain profits, prices or premiums must increase right,” he said. And it is not in Familee's interests in ensuring payouts equal to premiums that would not be good for the long-term health of the nation.

Mr Giam cited the example of the Uncle Sam’s Affordable Care Act – popularly known as Obamacare – which he says mandates a minimum loss ratio of 80 to 85 per cent. “KNNCCB, in Uncle Sam, also got rule that says if insurers that do not spend 80 per cent to 85 per cent of premiums on healthcare costs, must now issue rebates to consumers, and these are all commercial insurers, not social health insurance. Then Ruler Loong keep the premiums for what? Allow Ho Jinx to punt more is it?” he said, adding that MediShield’s loss ratio averaged 63 per cent over the last 11 years. He must be wondering what happened to the 20%.

The comparison with Obamacare drew criticism from Traitor Puthucheary, who lan lan insist it is invalid to compare a public social insurance scheme like MediShield with the private, for-profit insurance environment in the US.

“Using Qin Hui's 莫许有 political theory, I can simply say got policy-makers and office-holders in the US readily admit that a short-term electoral outlook significantly constrains their ability to take a long-term strategic vision for healthcare system of their nation.”

“Like me, is good example, LKY jailed my Papa using Qin Hui's 莫许有. Yet why I still kowtow to Oxley Road and salute Ruler Loong as the Ruler? Similarly whats wrong with charging peasants more for premiums huh? The intellectually honest thing to to ensure MediShield is profitable and pays less benefits but collects more premiums. What is good the regime is not necessary good for the peasants,” he said.

Giam repeated his early statement that traitor Putucheary avoid, that a not-for-profit social insurance scheme like MediShield should have a much higher loss ratio than a commercial insurance scheme, adding that it is now relatively easy to project likely payouts based on the way medical expenses are trending.

If an unusual event such as SARS occurred in a certain year, for example, “then we have a situation where the regime would have to step in and subsidise a bit more of the cost”, said Giam. “Not like what the regime do now, whack and up the premiums, talk later, why not let premiums can rise behind the increase in cost, not before you know that the cost is going to increase, then you raise the premiums.”

Traitor Puthucheary disagreed by claiming "if the regime never overcharge peasants for Medishield, where got the honey and money to tide over SARS, ask the money back from Ho Jinx is it? Giam, you go and try lor, dun say I never warn you hor. We learning this from Magube, never extract honey from the peasants, how to fund social healthcare programs huh?"
