Hard to seek redress against reckless cyclists

SENIOR Minister of State for Home Affairs Masagos Zulkifli said pedestrians injured by cyclists can take out civil suits, make insurance claims, go for mediation or settle privately, and that these avenues of redress are enough ("Call to review laws against errant cyclists"; last Wednesday).
Unlike cars and motorcycles, which have licence plates and whose drivers or riders are required to stop and assist the injured, bicycles carry no identification plates and cyclists who hit pedestrians can continue on their journeys as if nothing has happened.
Unless there are passers-by who are public-spirited enough to detain the errant cyclist, the police would have difficulty tracking down the culprit.
Numerous Forum letters have called for tougher action against reckless cyclists - to no avail.
Despite the law, many cyclists continue to ride without due consideration for other road users and pedestrians.
For pedestrians, motorists and cyclists to coexist, the law must be fair to all parties, with clear rules on insurance claims, police reports and enforcement.
