At an industry dialogue session with SME contractors, chaired by GPC Chair for National Development Lee Bee Wah last Friday (6 Dec), the SME bosses raised concerns about the 18-year limit for foreign workers, especially in light of the current manpower crunch.

Under the current rules [Link (http://www.mom.gov.sg/foreign-manpower/passes-visas/work-permit-fw/cancelation-renewal/Pages/pass-renewal.aspx)] set by MOM last year, for skilled foreign workers from the non-traditional sources or PRC, the maximum Period of Employment (POE) for the work permit holder is 18 years in total. He must also be less than 60 years old. There is no such restrictions for foreign workers from Malaysia, Hong Kong, Macau, South Korea and Taiwan:

SME bosses said that this limit creates problems for their manpower needs, as they are not able to retain experienced workers and instead have to retrain a new hire for the same job.
MOM, however, explained that this limit ensures that work permit holders remain transient and do not sink roots in Singapore.

MP Lee Bee Wah said, “They (MOM) worry about them (work permit holders) sinking roots in Singapore. We can understand (this), we don’t want to have social problems.”

“But then for most of these workers, their family members are in their original country… Perhaps looking at the different ground situation now, without increasing the number of foreign workers, policies can be tweaked. And in this way it can help our contractors.”

At the dialogue, Sherwin Tan, assistant director at MOM’s Manpower Planning and Policy Division, said that her ministry will continue to review and consider adjustments to the maximum period.

Ms Lee is an SME boss herself and she frequently champions and speaks for SME bosses (‘Lee Bee Wah empathizes with SME bosses (http://www.tremeritus.com/2013/12/03/lee-bee-wah-empathizes-with-sme-bosses/)‘) even though she was voted in by the people to speak for the people.

When a water pipe in Jem mall burst on 18 September 2013, causing part of the ceiling on the first floor to collapse injuring 3 people, Ms Lee then told the media that the recent policy tightening on foreign workers may have been a factor in the incident.

She said, “Every time a contractor renews work permit for their workers, they face some difficulties and therefore keep changing staff. That could mean we don’t have experienced engineers or inspectors. The government should really look into this.”

Ms Lee, who was a Malaysian before she became a Singaporean MP, runs her own consultancy and engineering companies [Link (http://www.lbw.com.sg/web/index-2.html)]. Her consultancy firm, LBW Consultants, provides “civil, structural, project management and golf course design services” while her other company, LBW Engineering, provides turnkey solutions and product distribution for satellite communications.
