SINGAPORE — A 56-year-old man with paranoid schizophrenia, who stabbed a part-time Toto draw announcer to death three years ago, was today (Nov 8) sentenced to life in prison.

Fang Gao San, who stabbed Sito Woon Chee four times on May 31, 2010 in front of PoMo building on Selegie Road, pleaded guilty to culpable homicide not amounting to murder.

Fang had wanted to kill people working at the Singapore Pools outlet as he believed they had cheated him of his money. He then went to a Tian Gong temple in Telok Blangah to consult Chinese deities and believed one agreed with his proposal to kill people at the Singapore Pools outlet.

Armed with a paring knife, Fang left his Redhill flat on May 31, 2010, and travelled to PoMo mall. After the Toto draw at 6.30pm, he saw Sito leaving the mall and ran after him and stabbed him.

Fang was examined by Dr Stephen Phang of the Institute of Mental Health and found to have paranoid schizophrenia. He also claimed he heard “voices”.

Fang was assessed to be unfit to plead the charge against him in July 2010 but in April last year, he was certified to be capable of making his own defence.

Justice Woo Bih Li told Fang during sentencing that it was “obvious you are a great danger to the public”.

The judge noted several “chilling” things Fang had said, as recorded in the statement of facts presented in court. Fang said he would have used a gun — if he had access to one — to kill everyone in the Singapore Pools outlet; he believed the deceased deserved to die; he said he would repeat his actions if granted leave by the deity.

Fang, who had short hair and was calm in court, was represented by lawyer Josephus Tan.
