Ex-Transport Minister Raymond Lim


The ST published an article yesterday where former minister Raymond Lim
talked about having a 2-party system in Singapore (‘Two-party system? Try a
litmus test, says ex-minister’, 26 Oct).

Speaking at his book launch on Friday (5 Oct), he said 2 questions should be
asked as Singaporeans decide whether they want Singapore to transition towards a
2-party system:



One, whether the system it is evolving towards can forge consensus on the
priorities and “necessary things” that must be done to move Singapore forward.
Two, having reached that decision, whether the system has the capacity to
get it done.


The 2 questions are a litmus test for Singaporeans negotiating the change, Mr
Lim said. He cited the “dysfunctional” US system as a system that cannot agree
on how to move forward and resolve its problems.

=> There are many successful multi-party systems and he chose he US. And if the US system is so bad, could the country have survived for so long and the #1 country in the world, which he and his FAP conspirators send their kids to be educated in???

He also said that a political system should be able to implement its
decisions. “This is the difference between talking about doing something and
actually getting it done,” he said.

It is strange that Mr Lim is making such a comment when, as the Transport
Minister before 2011, Singapore had grossly under-built our transportation
system and allowed private transport companies to make big profits while
under-providing for maintenance. He also miscalculated for the car quotas and
now Singaporeans are paying for it with reduced quotas to compensate for the
“over” quota previously.

Today’s transport problems like public transport congestion and breakdowns as
well as high COE prices are mostly because Mr Lim failed to get things done. It
was hardly due to a 2-party system paralyzing the government as Singapore does
not even have one to begin with. In the post 2011-era, not only is the current
government building MRT lines furiously, it is also rushing to build more public
flats and hospitals.

Mr Lim also told the audience that ensuring no one is left behind is high on
the government’s agenda. Bridging income inequality and ensuring inclusive
growth require the support of the people. He said, “But the government can only
pursue this in a big way if it has the support of the people.”

Commenting on having an active civic society, Mr Lim noted that more people
are willing to speak up now. However, he called for courage to not just voice
popular discontent, but also to oppose it “when you know in your hearts that it
is right to do so”.

“Ordinary people are worried that if they speak up in support of an unpopular
policy or against a populist view, they are immediately pilloried and flamed on
the Net,” he said. “If you concede this civic space, not speaking up for our
collective interests, then our society will start to fragment as populist voices
and special interests will slice up our common welfare.”=

It is even stranger for Mr Lim to make such comments about speaking out “when
you know in your hearts that it is right to do so” when he himself did not utter
a word during parliamentary sittings since 2011. Searching through the records
for the current i.e. 12th Parliament [Link (http://www.parliament.gov.sg/publications-singapore-parliament-reports)],
TRE cannot find a single recorded speech by Mr Lim who is, after all, still an
MP. Has Mr Lim lost his courage to speak out after 2011? Does he not practise
what he preaches? Is he going to stay this way till the next general election
due by 2016?

Mr Lim appears to have had a great deal of time to write a book but no time
to speak on behalf of the people in Parliament.

About 180 people attended Mr Lim’s lecture-cum-book launch at the Nanyang
Technological University. Mr Lim’s book, for those who care to know, is titled,
‘Straight Talk: Reflections On Singapore Politics, Economy And Society’.

Raymond Lim has been one of several MPs for East Coast GRC since 2001. He was
a Minister in the Prime Minister’s Office from 2005 to 2006 before becoming the
Minister of Transport from 2006 to 2011.

In 2001, he won election together with his GRC team members through a
walkover. In 2006, his PAP team won the East Coast GRC with a respectable 64%.
However, in 2011 his team only garnered 55%, a drastic drop of 9 percentage
points.

Following the 2011 general election, the 3 ministers with portfolios were
“retired” from the Cabinet although they remain as MPs: Mah Bow Tan, Wong Kan
Seng and Raymond Lim. In addition, 2 past-their-time “oldies” were similarly
“retired” from the Cabinet but they remain as MPs too.
