I thought about it for a while. Some people have been saying that Fair Consideration Framework is for show only, that it is not effective as companies can still hire foreigners after 14 days of advertising.

However, I think the main point here is not to force employers to change their perceptions overnight and wake up the next day and start considering Singaporeans first. I think the whole point of this framework is to show employers that there is increased visibility of who they hire. Say for example, company A puts up 50 job ads and 40 out of 50 positions are taken up by foreigners. So, if it's really the case, MOM will investigate and find out if there's truly a need to hire so many foreigners. So what can MOM do? Oh, they can do a lot of things detrimental to companies who are serious about doing business in Singapore. MOM can afford to reduce number of EPs given to a certain company or even restrict such passes. So what happen to the companies? They either have to hire Singaporeans or just pull out of Singapore and move their operations elsewhere. I think this is quite a serious deterrence for companies who have the tendency to bring their entire village of foreigners here. We are talking about the banking and IT industry in specific.

Some people would say that there are loopholes and employers would go around them. Well, in the first place, no system is perfect. In every framework, there will bound to be people who will not "guai guai" follow the recommended steps. Ok lor. These people just have to wait to drink kopi with MOM lor.

I think that it's a step forward in protecting our local jobseekers' interests. There may be changes in the future. We won't know. But for now, i think it's really better than nothing. :D
