Just yesterday, one of my uncles who is a contractor asked my 67 year old mother for a copy of her IC. My mum wanted to pass it to him, but luckily I was around. I asked what was it for, my uncle said it’s to contribute CPF for her. Sound so damned noble of him, I wondered why?! I told him my mum has weak knees and poor eyesight, so she can’t do any work. He said it’s ok, not hiring her, but just want to contribute CPF for her. I said bloody hell, another phantom worker scheme!!
YES, due to the revision in quota for hiring foreign workers, Singapore firms are “hiring” MORE, more phantom workers that is!! Such schemes are not new and have been in the market for 10,000 donkey years!! Why are these errant owners not caught yet?
ONE, the authorities claim that they have limited manpower, hence it is not easy to catch these perpetrators. That’s a bunch of real stinking bullshit!! The government dares to promote productivity when their own lot is so unproductive?! If you do not have enough people to make the physical inspection, then you must use IT to help you.
It’s so easy to catch these people who are “GHOSTS”. Their CPF contribution will always be CONSTANT. There is never any OT pay or miscellaneous allowance. Also, there is no increment in salaries too over a few years. Ask yourself, if there is no increment, will you be sticking around? The only logical reason IS – these people are not working there in the first place! If you check all these figures with CPF, you will know EXACTLY which company has phantom workers!
TWO, don’t say that the authorities are not interested in catching these owners. EVEN if the owners are caught, our law offers a slap on the wrist to these millionaire owners. What do these millionaire owners fear? $10,000 fine? $100,000 fine? NO, they fear to be JAILED. Our law should change to ANY hiring of phantom workers will result in a MANDATORY jail term of mimimum SIX months, maximum THREE years, depending on how many phantom workers are involved.
Of course if the government has the resolve to tackle this problem so that more Singaporeans are REALLY hired, then AMNESTY must be granted in the first SIX months during implementation. That is, any employer that has hired phantom workers and come clean will escape the jail term. They will be given SIX months to clean up their act. That is, either go on to really hire these phantom workers OR go out into the market to hire Singaporeans. Once the “amnesty” period is over, any owners found to be hiring phantom workers will be subjected to the new laws! This is when the GHOSTBUSTERS will come in!
The most important reason why these owners have yet to be caught is because there have been NO whistle blowers at all!! Say, if you are the phantom worker, will you complain? Though you have not received anything in CASH, some small amount of money goes into your CPF account every month with no work done. So, of course you won’t complain. Say, if you are a foreign worker who notices there are way too many foreigners and no Singaporeans in the company, will you complain? Of course not! No matter how low your salary is, it is still better than what you are getting in your native country. So, there is absolutely no incentive for you to speak out too!
So, not only should the LAW change and allow mandatory jail term to be implemented, the fines have to be increased significantly too!! WHY? This is because part of the fine will be paid to the whistle blower. To me, EVERY phantom worker found means a $20,000 fine. If you hired 20 phantom workers, you will be fined $400,000. But of course, we cannot give the whistle blower an unlimited amount of reward, if not he will be hoping from job to job just to look for phantom workers! There should be a cap of $75,000 a year.
Is this punishment too harsh for business owners? The reason why the income disparity here is so HUGE is because a lot of SINGAPOREANS are either not employed OR are forced to take on jobs with depressed wages. This has been going on for more than FIFTEEN years, so the problem is very deep-rooted! It is time to reduce the disparity with whatever means possible. With the mandatory jail term and fine per phantom head hired, business owners will RUSH to hire SINGAPOREANS. The wages that have been depressed all this while will be AUTOMATICALLY driven up by the market!
Singapore has enjoyed economic success all this while. Unfortunately less than 10 percent of us are truly enjoying the fruits of our hard work. It is time that the government step in and make sure that the cake is big enough for everyone to have a piece. Only then, will all SINGAPOREANS call Singapore their home! Currently, it is hellish for more than half of the population!!
