Any chances of Geylang replaced or upgraded to IR?...
I think there is a possibility if some big player somewhere out there do
it quietly, maybe on a smaller scale.

I think geylang may not have any major change in the next 5 years. But instead Petain will be shut down due to the drastic development around Jlalan Besar. Example, Two major condo project at and ard there. The developer and resident there will put pressure to the authority to shut down the mini red light area.
Maybe the authority will build a multi-storey whore house at geylang and demolish all those 2-storey hse.
