Up to sixty men may soon charged for having sex with a voluptuous teenage model whose ‘services’ were marketed on a porn site after an online vice ring was busted three months ago.

The men include a senior banker, a company director, a senior vice-president of a private company, lawyers, a senior police officer, a primary school principal who is married with a child as well as a scholarship recipient.

One of the bankers was reported to have resigned abruptly in the same month while the former school principal has also left the school.

Outrage of Modesty’ in Singapore - Section Panel Code 354

The ‘outrage of modesty’ is a term that is commonly used in the papers, for example, when a man gropes a woman inappropriately, and ends up serving jail time for it. It seems that the ‘outrage of modesty’ itself is a crime punishable by law. But where exactly does one find the relevant statute and what does ‘outrage of modesty’ actually mean? If you were to search through The Penal Code, the main source of criminal law in Singapore, you would not find the phrase ‘outrage of modesty’.

The reality is that the use of ‘outrage of modesty’ originates from section 354 of the Penal Code, the heading of which is “Assault or use of criminal force to a person with intent to outrage modesty“. (Thus, if you had searched for ‘outrage modesty’ instead, you would have found it.)

A crime under section 354 would involve assault or use of criminal force to a person with intent to outrage modesty. Hence, simply staring at someone inappropriately would not fall under this section, the use of which has mainly been for molestation cases. But what exactly does ‘outrage modesty’ mean? There appears to be no hard and fast answer for this.

Although section 354 requires the involvement of assault or the use of criminal force in the act, that does not mean that other perverted acts that do not require physical contact go unpunished. Section 509 takes care of words or gestures intended to ‘insult the modesty’ of a woman. Taking ‘upskirt’ pictures of females’ underwear would generally fall under this section. Legal age for sex in Singapore? What are some common sexual offences in Singapore? -

According to Section 376A of the Penal Code, sexual penetration of a minor under 16 is an offence, even if consent was provided by the minor. The law protects both male and female minors. According to the definitions of the aforementioned section, sex is constituted by sexual penetration, which can include vaginal, oral or anal sex.

In addition, commercial sex with minors under 18 is also a punishable offence according to Section 376B of the Penal Code. Furthermore, a citizen or PR of Singapore who engages in commercial sex with a minor under 18, in a location outside of Singapore, will still be liable under Section 376C.

With regards to the common defence of “I did not know she was below 16!”, Section 377D states clearly that:
1.If the offender is above the age of 21, he cannot claim that he mistakenly believed the minor was not underage as a defence.
2.If the offender is below the age of 21, he may claim that he mistakenly believed the minor was not underage as a defence, but only if the minor was of the opposite sex, and if the offender has not previously committed any similar sexual offences before.

In Singapore, according to Section 375, rape is committed when a man has sexual intercourse with a woman, against her will, without her consent, or if her consent was illegally obtained. Sex is also rape when the victim is a girl under the age of 14.

Molest is prosecuted as the outrage of modesty in Singapore when it involves criminal force, according to Section 354.

Incest, sex with animals or corpses, child prostitution, and child pornography are also punishable offences in Singapore. More information can be found in the Penal Code. Homosexual intercourse is prohibited under Section 377A of the Penal Code.

The quantum of punishment for each respective sexual offence, such as the length of imprisonment or sum of fine, can also be found in the Penal Code itself.

The above is only a summary of some of the offences related to sexual conduct in Singapore. It does not mean that sexual acts not cited here are necessarily legal.

Law on pornography in Singapore?

Pornographic material includes any forms of media, such as books, films and digital files, showing obscene or sexual behaviour.

It is against the law to keep, distribute or sell pornographic materials, under the Undesirable Publications Act, as well as section 292 of the Penal Code. It is also against the law to keep, distribute or sell pornographic films under sections 29 and 30 of the Films Act.

However, if you accidentally stumble upon a pornographic website, it is not illegal to view the pornographic content contained within, as long as you do not download any such obscene files and store them within your computer.


It would appear that authorities in Singapore do not actively enforce such laws on pornography, possibly due to the difficulty as well as the widespread prevalence. In 2004, NCMP Steve Chia was let off with a warning after being found in possession of an obscene film.

SINGAPORE - Police have arrested a 40-year-old man who exposed himself to a woman in the vicinity of West Coast Lane.

The incident occurred on Feb 14, at about 9.45pm.

Officers from Clementi Police Division managed to trace and placed the suspect under arrest in the vicinity of West Coast Lane on Feb 15 at about 9.50 pm.

The suspect will be charged in Court tomorrow for an offence of Obscene Act under Section 294 (a) of the Penal Code, Chapter 224.

If convicted, he shall be punished with imprisonment for a term which may extend to 3 months, or with fine, or with both.

As the temasek report states, all these guys identity will be revealed while the girl's identity is not. What law is this? She did it willing n im sure was happy making this sort of money at this early stage in life. N those guys now get punished? Losing their jobs n getting shit from their wives n family is punishment enough...

They should really look at the law again. Its 2012 n not some ancient times when it was written... really shit.

Totally agree with u. These guys really depended on the okt to screen if the girl is underage or not. The okt should bear the biggest responsibility.

Those charged in court today are from a different case..... not the internet okt case widely reported to involve high profile figures.

Today's case is the vietnamese underage gals in joo chiat / geylang brothels.

The internet case is involve underage singapore local gal........ should be familiar face to many as she is a model and "new face" contestant organised by newspaper :p

Dun blame the OKTs...... cheongsters should know calling underage gals are a NO NO NO anywhere in the world. :mad:

Well now most hotels need 2 ic to check in, meaning its still traceable to the FL n customer even u are using unknown card unless u pitch tent in the jungle. :)


And by using an unknown card one may be slapped with a few additional charges for this situation, pls take note. :)

Telcos wont be coming down on those selling preregistered card if its Legal. Telcos could just tighten the prepaid card thingy abit by removing all top up cards and only allow AXS sam and online top up & setting up vending machines(with cam and IC barcode scanning) to sell top up vouchers all over sg then the unknown card insurance is good as gone. :)

Double checking the FL age documents would be safe enough. if go the extreme way of getting a unknown card, getting a FL with room, getting a location safe from raid etc, might as well go overseas for FL.

Those involved in the industry knows how he works ;)
His most famous strategy is asking you to PG and he will mitigate for you to reduce the charges and/or sentencing.

Your better bet is to engage those lawyers who are known rascals themselves as these black hats really know the law and the loopholes inside out. Many are ex-cops and investigators with experiences that no law school can ever teach. :)

Not quite possible for telcos to do this. There are alot of people who are from overseas here and use such cards. it will be very inconvient for all.

All three bombs were detonated using mobile phones, possibly utilising prepaid SIM cards."

DPM/Minister Wong has stressed that "Singapore must address this problem urgently as there are over 1.4 million local prepaid SIM cards, comprising 35 per cent of the mobile market, in circulation today." Singapore will not be the first, or only, country strengthening controls to deal with the anonymity of prepaid SIM cards. Switzerland and Australia have already enacted legislation to enforce registration requirements.

5. How can I perform a screening with HITS?

Members of public can perform a screening with HITS using the Internet or Short-Message-Service (SMS) interfaces. Essentially, two modes of screening are made available to members of public.

The Internet screening is accessible by clicking on the applicable hyperlink to Handphone IMEI Tracing System (HITS) via SPF Website URL http://www.spf.gov.sg/epc/index.htm You are required to fill in the mandatory fields such as name, NRIC/FIN or Passport Number, and your contact number (either handphone or residential number). To perform a screening via SMS, you will have to send the following SMS text message to “74688”:

a) For Singaporean / PR / Employment Pass / Work Permit Holders
SPFHITS <space> Handphone Owner’s NRIC_no <space> IMEI_no

b) For Others
SPFHITS <space>Handphone Owner’s Identity_no <space> O <space> IMEI_no


6. Do I need to pay for the usage of HITS?

For screenings performed via the Internet, all costs will be borne by SPF.
For screenings performed via SMS, you will have to pay the normal SMS charges imposed by your Telco.


7.What happens after the relevant information has been keyed into the HITS?

For all screenings performed via the Internet and SMS interfaces, the system will check the IMEI number against the IMEI database and display a result of “WANTED” or “NO RECORD FOUND”.

Thats why i mentioned, a net linked vending machine with nirc barcode scanner with biometric passport scanner for foreigners and accepts note and coins payment to buy top up vouchers or top up cards, but it has to be made everywhere and possible as much as axs now. :)


the downside:

All e load/top up cards authorised reseller lose their commission income for sales of top up cards. :)

If the vending machine is Implemented correctly it would be opposite to what you think, 24hrs operations, comission free, if vouchers are printed instantly instead it would mean it will hardly be sold out due to some being more popular.

And with technology anything is possible.

key issue is that you need to have it everywhere and when the telco is gonna roll out something like that. :)

In that kind of situation a rescan of NRIC / passport on every top up card purchase will do the trick. :)

if number of abusers here goes up, quite sure they will roll out something to control it.

Quit a various types of abusers uses unknown cards, from loan sharks, illegal money lenders, sms spammers to scamming criminals uses unknown cards.

i believe in future there will be further tightening, most likely the top up card part thats the weakest link of the prepaid system.:)

you cannot avoid it if its the only way to get physically top up cards using cash instead of electronic top up.

And in sgp, axs, sams, atms and computers are everywhere most uses it to do electronic top ups, and i have seen maids, construction workers using it too.

in sgp only a small group of ppl really needs physical top up cards, other then that most likely they had some kind of motive for doing so.:)


i owns a prepaid card too, but i prefer topping up over online and atms instead of buying physical top up cards simply because its always out of stock. :)

Maybe, also maybe not. My opinion is police will always go after the operator, not the buyers. But, if the WL is underage (16 for engaging in sex, 18 for selling), then you can be sure that police will go after the buyers.

They may be good but they are "establishment" lawyers who have been domesticated by the ruling party. There is a limitation to the efforts they will put in to fight your case.

I prefer an independant who is not afraid to fight for you all the way... eg (someone like JB Jeyaratnam)

Domesticated or not, they let you sleep better at night, when they call up the AG who is playing goft somewhere, and arrange for a dim sum session with him in a secret location to discuss your case, while interns prepare the paperwork. Unless you never do it, a $20k fine and 10 hrs of community service, is better than 10 yrs 6 strokes of the cane anytime.

Its not the card is registered or unregistered. its how you use the card.

Step 1
if you buy a new low tech phone from 7-11, make 2 calls with an unregistered prepaid card to get a fl arrangement, you spend $45 + $20 = $60. After 1 week, you throw the phone away (best is after 1 session). That way, cut all the high tech talk, when anyone trace the phone, they just see 2 calls to an okt.

The more you use, the more your risk increase.

Step 2
Then to prevent any trace to hotel, you should get a van or a 10ft box lorry retrofit it with sofa bed inside, and put a fake license plate over the van's license plate, pick up the girl from a pick up location, park it in a carpark for the deed. after the deed, send the girl to a drop off location. so no registration details. you are therefore untraceable.

The case against the principal will be heard again later this month while most of the others will have their cases mentioned again in June.

The US has put Singapore on the blacklist for human trafficking. The then Home Minister WKS tried to argue but kenna chui tak lan when the US produced evidence it is happening, hence the AV crackdowns which came wave after wave since the past 2 years.

These men just happened to be the scapegoats that SG wayang to the world it is taking action. SG has since been removed from the blacklist but is still on tier 3 so the raids will still be carry on until the all clear is given. :)

bro I worked at 7-11 before, i wonder how you going to get that unregistered prepaid card. the registration process has to be done even before I hit the cash register. sometimes the registration computer malfunction or system down, customers are turned down immediately.


unless you tell me you got friend working at 711 willing to steal or sell those cards for you or best you go work there and steal some yourself, you don't know what you are talking.

The mastermind behind the online vice syndicate was reportedly a 39 year old businessman Tang Boon Thiew who studied overseas and was a director of at least five registered companies in Singapore.

According to media reports, Tang set up a model agency last year as a front to recruit potential prostitutes into the vice trade. The girls were first lured to work as models before being persuaded to offer sex services as well.

They were then taught by Tang on the ‘skills’ needed to make men happy in bed. He boasted on his porn site that all his prostitutes are models, undergraduates and white collar workers.

In a last-ditch effort to save his own skin, Tang sold his clients out by releasing their particulars to the police. 44 of them have been charged in court today for having sex with a minor, including Lee Lip Hong, the former principal of Pei Chun Public School. Tang has not been charged for any offences yet.

The prostitutes under Tang’s stable charged between $200 to more than $1000 per session with Tang taking a chunk of their earnings as commission.

Tang lives in a HDB flat in Bukit Panjang with his parents and drove a Mercedes Benz to work. Neighbors described him as a friendly and affable person and were shocked to learn that he earns his living off prostitutes.

In my country human trafficking means paying a prostitute for sex, whether they were willing or otherwise.

In the Philippines legal system it is written in the Republic Act No. 9208 :-

To better prevent, deter and detect crime, police have started the installation of cameras at 300 public housing blocks and multi-storey carparks.

It is part of the new S$160 million Community Policing System announced during this year's Budget.

The cameras will be installed in seven areas - Bukit Merah, Bishan, Clementi, Punggol, Sengkang, Tampines and Woodlands.

The move is part of a pilot phase to enhance frontline policing through technology.

The cameras will be placed at public spaces, as well as key entry and exit points. Signs will also be put up to indicate where the cameras are.

While there will not be "live" monitoring of cameras, the footage captured will be kept for a month. Police said this has worked in their favour in the past, with molesters and thieves arrested. ;)

But at least his handling of the consequences is very wise. His sentence of 9 weeks is very lenient and I doubt any of the others will be given less jailtime than this.

What I heard from the legal fratenity is that the benchmark set for the sentencing for those who are fighting the case is a minimum of 4 months jailtime if found guilty.

Francis Lawrence Del Rosario, aged 30, was with a friend at a club in Clarke Quay on March 30 this year, at about midnight, when he committed the offences.

Within a span of about two hours, the professional tennis player cum coach grabbed the buttocks of three women, aged 20 to 28.

Rosario faced a fourth charge of punching the 28-year-old woman after she confronted him about outraging her modesty.

He got riled up when she told him off and he pushed against her chest.

The woman grabbed Rosario's shirt and warned him not to touch her, but he pulled her hair and punched her in the face in response.

In mitigation, the defence said Rosario is a first-time offender and the incidents occurred after he had one too many drinks.

The defence also said Rosario is remorseful, has apologised to the women and made total compensation of more than S$1,100 to two victims.

Prosecution proceeded on three of the four charges.

The court ordered two of the sentences to run consecutively, making the total punishment a two-week jail term.

The victim was in Singapore to participate in a sports competition, while 42-year-old Vashist, an engineer, was here to attend a design conference. Both were guests at the Parkroyal Hotel on Kitchener Road.

At the hotel's swimming pool on July 18, Vashist had approached the victim, who was clad in a bikini, and asked if she wanted to accompany him into the male changing room. When she refused, Vashist moved forward and squeezed her breast. He then asked her again to follow him into the male changing room.

The victim retreated to the female changing room and later reported the incident to her teacher, who notified the authorities.

On Thursday, Deputy Public Prosecutor (DPP) Sanjna Rai argued that the six-week jail term was too lenient. The District Judge had also not given "sufficient regard" to aggravating factors, such as Vashist's intrusion of the victim's private parts, added the DPP.

In response, Mr Peter Fernando, Vashist's lawyer, said his client was "very contrite, remorseful, embarrassed and ashamed". But Ms Sanjna Rai said Vashist had exhibited ill-intent towards the victim from the outset and had persisted in his advances, showing a clear lack of remorse.

Teacher pleads guilty to having sex with student

SINGAPORE: The illicit relationship started from a boating accident during an overseas school trip.

It led to a female teacher from a top school and her 15-year-old male student developing a relationship, which soon turned sexual.

Both parties cannot be named due to a gag order issued by the court.

The 32-year-old teacher, who is also a married mother of two, pleaded guilty on Wednesday to two counts of sexual offences with a male under 16 years of age.

Seven other similar counts were taken into consideration.

The petite and bespectacled woman, who turned up in court with several family members, appeared emotionless while her plea was taken.

According to court documents, the teacher and the student went abroad for a student leader camp in 2011, where she acted as a chaperone.

A boating accident left the boy traumatised, and he started confiding in her.

Not long after, they exchanged phone numbers and started dating.

Deputy Public Prosecutor Sharmila Sripathy Shanaz told the court that the teacher "actively pursued her student, showered him with gifts and wrote him love notes."

She continued with her affection even when her student was on vacation with his family, and even gave him her journal as a Christmas gift when he returned.

Sometime in December 2011, the teacher took the boy to her flat where she performed oral sex on him with his consent.

She took him to her home again the following month, and had sex with him consensually.

The boy was a virgin during the time of the offence.

The illicit affair only came to light in February this year when the boy's parents confronted their son about their relationship.

They then lodged a complaint to the school, which swiftly led to the teacher's resignation.

In the mitigation, the teacher's lawyer, Mr Denis Tan, argued that it was not a case where his client "acted as a predator" and intended to "corrupt" her young charge.

He emphasised that the teacher had "struggled with herself" to detach herself from the relationship.

However, DPP Shanaz rejected any notion of a "genuine romantic relationship" and instead denounced it "wholly inappropriate and illicit".

Citing the wide age gap between the teacher and the student, DPP Shanaz ruled out the possibility of a "momentary lapse in judgment" by the teacher.

She also highlighted that the teacher's abuse of her position was the most aggravating factor as it had "destroyed the fundamental feeling of safety and protection that teachers must provide."

In addition, DPP Shanaz noted that several sexual activities occurred in the span of two months.

She also urged the court to impose a jail term of at least a year on each charge.

The woman will be sentenced on 29 October.

If convicted, she could be jailed up to 10 years and fined on each charge.

Mr Ong Ming Wee, 29, had claimed trial to a charge of raping the 25-year-old woman on 12 February 2009.

He had met the woman the night before at Zouk disco and brought her back to his flat in Toa Payoh North.

Ong, who was sentenced in April last year to seven years' jail and ordered to be given eight strokes of the cane for the offence, made an appeal.

On Friday, High Court Judge Quentin Loh overturned the conviction and acquitted Ong of the rape charge.

He said there were gaps in the victim's evidence.

The victim, he said, failed to prove her claim that she feared for her life.

Justice Loh said she could not tell how many times she rejected Ong's move.

He also pointed out that the victim was still able to make calls to her mother and friends during the alleged incident.

SINGAPORE: A relief teacher with a secondary school has been charged with five counts of sexual offences with a 13-year-old girl.

It is not known if the girl is a student at the school as the court document and police did not indicate as such.

The 26-year-old allegedly had sex with the girl twice in 2011, in March and sometime between May and June. They had sex at his flat and at a staircase landing of Loyang Point.

He is also accused of having oral sex with the girl at the same staircase landing in March 2011.

In addition, he allegedly touched her private parts and allowed her to touch him at a block in Tampines in March 2011.

He is also believed to have sexually abused her on another occasion in March at the same block in Tampines.

Both the teacher and the student cannot be named due to a gag order.

SINGAPORE: Former executive director of the Singapore Environment Council, Howard Shaw, has been released from prison after serving his jail term.

A prison spokesman said Mr Shaw was released on Friday.

The 41-year-old grandson of Shaw Organisation's founder had served eight weeks of his 12-week jail term, which started on October 5, 2012.

A prison inmate in Singapore is granted a one-third remission of his prison sentence, and can be released after serving two-thirds of his sentence if he has not breached prison discipline.

Mr Shaw was sentenced on July 30 this year for having paid sex with an underage girl.

He was the 12th person to be sentenced in the high-profile online vice ring case involving the girl, who was then 17 years old.

He had appealed against his sentence but subsequently withdrew the appeal.

Flasher suspect in Chinatown caught

SINGAPORE: Police have arrested a 31-year-old man suspected of obscene acts in Chinatown.

He was caught at about 4pm on Monday, about three weeks after he allegedly committed the offences.

He's believed to have exposed his private parts and used obscene language on a 42-year-old woman in Pagoda Street at about 7am on 16 January.

The victim saw him again at about 7am on 18 January near the entrance of Chinatown MRT entrance, where he allegedly approached her and used obscene language.

She reported the matter to the police.

The suspect was caught at a construction site in Punggol on 4 February.

Police believe he was involved in at least two of such cases in Chinatown.

The suspect will be charged in court on 5 February.

66-year-old man arrested for outrage of modesty

SINGAPORE: Police have arrested a 66-year-old man for outrage of modesty.

Police were notified of the case on Friday evening when an 11-year-old victim reported that he was kissed and touched inappropriately by an unknown man in the vicinity of Yishun Street 11.

Following the report, officers from Ang Mo Kio Police Division conducted extensive follow-up and managed to establish the identity of the 66-year-old suspect.

The suspect was arrested an hour after the report was filed.

The suspect will be charged in court on Saturday with three counts of Outrage of Modesty under Section 354(2) of the Penal Code, Chapter 224, which carries an imprisonment term of up to five years and caning.

Was I wrong to remember that oral sex is not punishable if it is a prelude to sex? Meaning, if it is just oral sex, it is an offence. But if oral sex is given which leads to penetration, then it is acceptable in law.

If so, then BG Ng (and Peter Lim) have committed punishable offences after all?

The law has changed. Now it is no longer an offence to have oral sex. Go ask Chan Sek Keong why he changed it. :p

Female give oral sex to male is no more illegal even if it does not progress to full intercourse.

But, male give male oral sex is still illegal irregardless of whether there is penetration at the end of the session.

Man arrested for allegedly outraging modesty of woman on public bus

SINGAPORE: Police have arrested a 35-year-old man who is believed to be responsible outraging the modesty of a woman on board a public bus.

A 29-year-old woman reported to the Police that she was molested by a man while they were on board a public bus on the same morning on January 7 this year.

Police said officers from Ang Mo Kio Police Division conducted extensive ground enquires and follow-up investigation to establish the identity of the suspect.

The suspect was arrested on March 21.

Commander of Ang Mo Kio Police Division, Deputy Assistant Commissioner of Police (DAC) Keok Tong San, commended the officers for their determined investigative efforts which resulted in the arrest of the suspect.

DAC Keok also advised the public to stay vigilant at all times and remain calm when they encounter such crimes while travelling on public transport. They should call '999' at once or inform the bus/train driver immediately to report the matter.

The suspect is alleged to have committed the offence at a West Coast Drive housing estate at about 9.15pm on 3 June.


He had allegedly entered the lift at the ground floor with the female victim and molested her outside the lift before fleeing the scene.
Through CCTV footage, police managed to trace and arrest the suspect on Tuesday afternoon.

If found guilty, the man faces a jail term of up to two years, and/or a fine and/or caning.

The incident occurred inside the MRT train from Braddell MRT Station towards Novena MRT Station on June 24 at 7.50am.


The man is about 1.7 metres tall and was last seen wearing a red and white striped polo t-shirt and light blue jeans. He was also seen carrying a yellow paper bag.

Stomper RKT's CCTV camera footage showed a man walking of with a bra from the Stomper's laundry, which was outside the house at Bishan Street 12 Block 124, at about 1.30am today (Feb 15).

The Stomper, who frequently travels overseas, had a CCTV camera installed as clothes had gone missing in previous instances.

However, RKT was shocked that the footage revealed a man taking the bra in the wee hours of the morning, before returning it.

The Stomper is unsure if the man is a resident of that area.

Police are looking for a male subject aged between 14 to 17 years to assist with investigations into a case of outrage of modesty that was reported at Buangkok Crescent on Feb 24.

The appeal for information was made via the Singapore Police Force's facebook page today (Mar 17):
