anyway silly question require silly answer so here u go

In a usual HDB block, there are X number of flat in a floor. Lets say got 10
There are 12 floors. so is
12 x 10 = 120 flat
in this 120 flat there are (for ease of count) 120 family and lets pretend they are all model family with 4 kids (2 guy, 2 girl)
120 x 2 = 240
Then hor since TS age requirement is 18 to XXX u do this
240 + 120 = 360. (as of course there are 120 mothers)
We also add in a X variable of (assorted female relative)

The final answer is , there are 360 + X gals in every standard HDB block in SG that meet TS High Standards and u can find them by looking out the window.
